Money to an immortal man was just something that accumulated. Even more so when he has a fuzzy memory of what stocks take off. Simply put, Jack never had to worry about ever going without anything, probably ever in his long lifetime.
The few government people who knew about Torchwood probably wondered where exactly all the high-tech things came from. Truth be told, the only funding the crown gave was for the properties, the archives and the tunnels. The rest was done by private donations. Once Jack cosigned himself to working for them, donated as well. As with most corporations, the ones at the top became greedy. Jack had seen the paperwork for things that the top people of Torchwood One had done. There really was no need for fifty-thousand pound breakfasts, fast personal cars, and the like.
After the fall of Torchwood One, Torchwood Three took no money at all from the crown. Jack saw the opportunity to change what Torchwood Cardiff was all about. To rebuild it in the name of the Doctor, something to defend Earth when he couldn’t.
So when Jack left, he gave his entire bank account to Gwen, the last surviving member of Torchwood Three still around.
